Ser: identity, origin, professions, general characteristics, dates, and when or where an event takes place.
Estar: states and conditions, the location of people and things, and ongoing actions with a gerund.
Think about what the sentence describes. “Permanent” and “temporary” alone do not reliably tell you which verb to choose.
